Yes it is illegal because you are letting your players gamble for money.

They pay money to get a slot in the hopes of winning more money, that's gambling and that's what you are doing.

You can't pay cash to the players.

On the other hand, if they pay cash to buy something like loot boxes, skins, upgrades to their character etc, that's not considered gambling.

The users can exchange these points among themselves through something similar to steam's marketplace just implement that in your platform

Edit: Shitty in game currency is the way you exchange for real money, think of it like a casino token but you aren't buying the tokens directly
